- 14. How to Engage
10.1 Energy and net zero
- Local Area Energy Plan adopted by 2027.
- Solar PV and batteries mandate on new commercial buildings above 1,000 m².
- Fabric-first retrofit and heat pump programme for council-owned housing stock, with priority funding going first to the neighbourhoods with the oldest stock and the worst reported conditions, informed by where residents raise it most. That is likely to start with Lodge Park, West Lloyds, Beanfield and Danesholme (Section 3.4).
- EV charging infrastructure: rapid charging regularly available at all public car parks.
10.2 Town centre and economy
- Independent retail support fund for the town centre.
- Evening and night-time economy strategy.
- Saturday market revitalisation.
- Visitor economy: package the Scottish steelworks heritage, Rockingham Castle, the Corby Heritage Centre, the Core at Corby Cube, and the country parks — building on the Town of Culture bid (Section 11).
- Swift completion of the £1.5 million Multi-Use Building project at Grosvenor House (Corby Towns Fund).
- The next phase of town centre regeneration, building on the Towns Fund projects, with the Town Centre Living Quarter (Section 3.2) at its heart.
10.3 Digital infrastructure
- Full-fibre broadband to every premises in the Greater Corby Growth Area by 2028.
- Extension of the existing Smart and Connected Corby sensor network (£310k Towns Fund project completed July 2024).
- 5G coverage commitment from mobile operators.
- Digital inclusion: free Wi-Fi in town centre, libraries, the Cube, and community centres
10.4 What Corby will press for
- An Independent Retail Support Fund for the town centre.
- A revived Saturday market with a permanent home.
- A Visitor Economy Group bringing together Rockingham Castle, the Cube, the Heritage Centre, East Carlton Countryside Park and the surrounding parishes, linked to the arts proposals in Section 11.
