The Liberal Democrat candidate for the Lloyds and Corby Old Village by-election on 9th of October, Alex Lock, has been talking to local residents about Pen Green and the action that needs to be taken to preserve and protect the green space, and deal with some of the problems faced by local residents around flooding and run down infrastructure. Alex is committed to a positive vision for Corby - improving what Corby already has, building what Corby needs and in all things ensuring Corby residents have a voice. We've shared his plan below.

Pen Green Lakes: Addressing Environmental and Community Challenges

Introduction

Pen Green Lakes and its surrounds are treasured not only for their natural beauty but also as vital green spaces and biodiversity for the community of Corby, particularly those living near Stephenson Way and Lloyd’s estate. In recent years, however, a combination of environmental pressures, development proposals, and neglect of local infrastructure has threatened both the ecological health of the area and the wellbeing of its residents. This report aims to highlight the key issues currently affecting Pen Green Lakes and its surroundings, and to propose practical, forward-looking solutions that prioritise both nature and community interests.

1. Erosion and Damage: Willow Brook and Lake Overflow

One of the most pressing concerns is the damage caused by overflow from the brook and lakes, particularly during periods of heavy rainfall. This overflow has led to significant erosion along Stephenson Way, undermining the stability of the ground and resulting in the destruction of several residents’ fences. The erosion not only threatens private property but also increases the risk of further flooding and habitat loss in the area. Without intervention, the situation is likely to deteriorate, causing greater hardship for residents and compounding the environmental impact.

2. Habitat Destruction: Threat from Proposed Housing Development

The proposal to develop new housing in the vicinity of Pen Green Lakes poses a serious threat to local wildlife and established ecosystems. The lakes and their margins are home to a diverse range of species, many of which depend on undisturbed habitats for breeding, feeding, and shelter. Construction activities risk fragmenting these habitats, introducing pollution, and permanently altering the character of the landscape. The loss of green space would not only diminish biodiversity but also erode the community’s access to nature, which is essential for health and wellbeing.

3. Neglected Infrastructure: Paths and Pen Green Bridge

Neglect of public infrastructure has exacerbated the challenges facing Pen Green Lakes. The walking paths around the lakes, once well-used by residents for exercise and recreation, have fallen into disrepair, becoming muddy, overgrown, and in some sections, impassable. Of particular concern is the Pen Green Bridge, which crosses the rail tracks. Once a safe and scenic route, the bridge is now suffering from structural neglect and poor maintenance, discouraging use and cutting off a vital link between neighbourhoods and green spaces.

4. Warehouse Development: Impact on Lloyd’s Estate and Community

Recent planning policy has prioritised the development of large, unsightly warehouses in the area, driven by a desire to boost business rates and address North Northamptonshire’s budget shortfall. While economic considerations are important, this approach has failed to adequately consider the needs and quality of life of Lloyd’s residents. The warehouses not only mar the landscape but also increase industrial noise and traffic, further eroding the tranquillity and environmental value of Pen Green Lakes. The community’s voices have too often been overlooked in the rush to secure short-term financial gain.

My Positive Plan for Pen Green Lakes: Rewilding, Flood Management, and Community Renewal

In response to these challenges, it is imperative that the council and stakeholders adopt a bold, nature-led approach to the future of Pen Green Lakes. This report advocates for:

  • Rewilding Initiative: Launch a comprehensive rewilding programme to restore native habitats, increase biodiversity, and strengthen the natural resilience of the area.
  • Nature-Based Flood Management: Undertake a thorough review of natural flood management solutions, such as wetland restoration and sustainable drainage, to address the causes of erosion and reduce the risk of flooding and industrial noise.
  • Pen Green Bridge Transformation: Repurpose the neglected bridge into a safe, accessible, and greened-over natural path, reconnecting communities and encouraging sustainable travel and recreation.

These steps would not only mitigate current environmental and social challenges but also provide lasting benefits for residents, wildlife, and the wider Corby area.

Conclusion

Pen Green Lakes stands at a crossroads. The decisions made now will shape the area’s future for generations to come. By prioritising rewilding, sustainable flood management, and the renewal of community infrastructure, we can ensure that Pen Green Lakes remains a vibrant, healthy, and accessible space for all. Residents, council members, and stakeholders must work together to demand a more balanced approach to development—one that places the needs of people and nature at its heart. Let us seize this opportunity to create a legacy of environmental stewardship and community pride.
